How often is bulk email / email marketing sent? Is there a delay?

Bulk email / E-Marketing / Email Marketing / Emails sent from Search Results are delayed as follows:

Up to 1,000 emails are sent Every 10 minutes
1,000 to 5,000 emails = Every 30 minutes
5,000 + emails = Every 2 Hours (on the even hours EST)

For example, if I send 10,000 emails at 11:45am those emails would go out 15 minutes later at 12:00pm EST.
If I send those same 10,000 emails 12:15 they would go out 1 hour and 45 minutes later at 2:00pm EST.
